There are few places as tax favorable as Florida and I don't see him targeting Indy even if Ballard wants him (which I think is unlikely). I would think based on that his targets would be Seattle, Tennessee, Tampa, Jacksonville, Houston, and Dallas. Maybe the Raiders if they get the okay to move to Las Vegas.
