Maybe. But I think they got blindsided by Luck quitting right before week one. Nothing much they could do after that
That's such bullshit. Luck had to have indicated he wasn't feeling great about football any longer but they told him to go to Europe and come back all happy as if it never happened. They didn't want to think their meal ticket was done. The payout to Luck was so he could be blamed by the front office without any push back from him on the issue.
