I don't even know if IND is interested in Jackson, but if they are, it's all about that guaranteed money. I would guess, if it's a monster $250m-ish contract, that IND would be more in the range of guaranteeing half that.

No point in negotiating Baltimore's contract for them, which is essentially what that would be doing. Unfortunately poison pills aren't allowed anymore or the Colts could put in a Hutchinson-like clause that states something like "If 4 or more team games are played in the state of Maryland in any year of this contract, all money in the contract becomes guaranteed."
